Applications for a Certificat de sélection du Québec (CSQ – Québec selection certificate) received on April 1, 2018
April 3, 2018 – On April 1, 2018, following a technical problem with Mon projet Québec, the Ministère received applications for a Certificat de sélection du Québec even though the intake period has not yet been determined. Since these applications are not receivable, the Ministère must return them and reimburse payment, if applicable. The Ministère regrets the situation and apologizes for any inconveniences it may have caused.
Please note that valid applications are those that are submitted by candidates who have an employment offer that has been validated by the Ministère or who are temporary residents of Québec and authorized to submit an application for a Certificat de selection du Québec.
The intake rules for the 2017-2018 Regular Skilled Worker Program have been maintained and extended until August 15, 2018. Consequently, under this program, the Ministère can receive up to a maximum of 5,000 applications for a Certificat de sélection du Québec by August 15, 2018.
The Ministère will announce in advance, on its Internet site, the opening of all application intake periods.

A CSQ or Certificat de Sélection du Québec (Quebec Selection Certificate) allows the holder to live and work freely in the Province of Quebec. Since immigrating under the Quebec Skilled Worker program is essentially a two stage submission process, the first stage being to the Province of Quebec and they issue you your CSQ, and then second stage to the Federal Government which grants your permanent residence visa!
The vast majority of the work is done once you have been granted the CSQ and, generally speaking, all you have to provide in the second stage to the Federal Government is your police clearance certificates and your medical examinations once they are requested.
It’s worth mentioning that a person does not necessarily require French language proficiency to be qualified for a CSQ.
